NC House Bill 358: Critical Need

The last few days have been a whirlwind. H358 passed the Finance Committee last week and the House last night. It was sent to the Senate last night and passed on the first reading this morning. We also made a technical adjustment in the bill which I think strengthens the intent: http://www.ncleg.net/Sessions/2017/Bills/House/HTML/H358v3.html

This was the change (3a)      Endorsement. – A certificate issued by the Board to a licensee recognizing the person named on the certificate as having met the requirements to perform respiratory care procedures that require additional educational, training, or credentialing requirements as established by the Board and that are in addition to the requirements for licensure under this Article.

Well, all of the above is the good news. The bad news is that it was sent to the Rules and Operations of the Senate. This is known as the graveyard of the NCGA. Bills can die here. The good news is that we have seen bills actually come out of this committee during this session. We also met the crossover deadline which means that we are alive through the next session.

I have made contact with the majority whip, Senator Tillman for help. He pledged his support last week, so we shall see what happens. The plan is to target the committee members and the Senate Pro Tem Phil Berger to get this bill heard and sent to our allies in the Health Committee.

I need to ask for help from the entire NCSRC, NCARE, and NC Manager Group groups.  A sustained effort of calls and emails are the only way to get this heard. Email or letter followed by a call would be ideal.

If Senator Rabon is your senator, he chairs the committee and controls the agenda, so you could contact him immediately. His contact is below. Even if they are not, it would be great if you could contact your Senator and let them know you need them to support the bill.
